Discussing his wish to complete 2 Battalions in the 84th Regiment "to Two Thousand Effective Rank & File...;" detailing the Regiments from which he would like to recruit; commenting on Lord Stanley saying that he "continues as hostile as ever, means to see every word of the Act most scrupulously adhered to, & threatens every officer that he hears interferes with his men or appears at Hull with fine, imprisonment & loss of his Commission &c. I have a letter from him to that effect in reply to a very civil application on my part;"
