Sir James Pulteney served as Secretary at War from 1807-1809.

Summary: 

Inquiring about how he is to pay for the clothing for the supernumeraries; explaining that "...it cannot be supposed I can cloth them out of my own Pocket & I foresee I am likely to have a considerable [illegible] of Recruits, which I shall be under the necessity of rejecting unless some mode is pointed out for their being Clothed by Government;" adding that he was never given the opportunity to add a 2nd Battalion.
