Concerning the process by which volunteers are assigned to Regiments; expressing his desire to be named to The Duke of Gloucester Command at Liverpool as he has a "local knowledge of the North of England;" concluding "The real reason for my troubling you is to prevent Lord Fitzwilliam providing for his officers because they impede or rather do not assist volunteering."
