Summary
Expressing his doubts on the merits of Limited Service in the army; asking if "unlimited Service impeded Recruiting or not, & I do assert that not one man Enlisted by me or approved by me, ever asked what his Bounty was to be, where he was to serve, or for what time he was to serve, I may therefore fairly conclude that a man inclined to Enlist never thinks about time or place & unless the Idea of limited Service was put into his head he would never think about it. Limited Service must be attended with very serious consequences to Regiments serving in the East or West Indies;" adding that he is willing to have his opinion quoted if it would help as he feels his comments on the matter reflect his experience recruiting soldiers.
