Summary
Expressing his disappointment that he did not receive a letter from him on the most recent ship, but saying he saw from the Newspapers "that the King had promenaded with you & the Chief Baron of Scotland at the Weymouth. In the last letter I wrote to you I gave you an account of the Disputes which had taken place here between the Gown & the Sword. There is no fear of any thing similar occurring under the vigourous administration of the present Governor. He keeps both the Army & the Law in equally good Discipline. It is quite wonderful how much he has done to reform the Abuses & to diminish the Expences of the Military Department. He has discharged 2900 officers or Army followers all drawing pay & yet our force is more efficient & our means of Defence much greater than under General Wemyss. As your friend O'Keefe is going home by this opportunity I refer you to him for an account of our proceedings here.
