The date is based on references within the letter to the Duke of Kent's efforts to raise money to return to England with his pregnant wife in the early months of 1819.
Summary
Telling the recipient that when the Duke of Kent applied to the Prince Regent [George IV] for financial assistance so he and his wife could travel to England for her lying-in, not only did the Prince Regent deny him assistance, but he also told him that if he came to England he "must expect a very cool reception"; discussing the Duke's finances; explaining that the Duchess of Kent does not need to stay in Germany to assist her son but can make do with a visit to Germany once a year; remarking that the Prince Regent purposely dunned his brothers to hurry them out of the country; explaining why the Duke of Kent only has £8000 per annum.
