Summary
Thanking him for his "cordial acceptance of Mr. [John Henry?] North"; mentioning someone named "C." who, "with the ... exception of his Catholick vote," is "in the high ultra principle of politicks"; remarking that there is a good deal about the present state of Ireland that he hopes Wellesley can explain to him; writing, "the aspect under which we view you at present, is that of a starving nation -- and we have a Cabinet summoned for next week to consider what shall be done (if any thing can be done) for you in that character"; noting that they will consider whether the ports should be opened "by an act of Executive authority, for the inferior grain which comes, -- or would come if there were enough of it in the United Kingdom, in aid of [Ireland's] failing crop of potatoes"; adding that if this question is resolved "in the affirmative, Parliament must be summoned for November."
