Summary
Concerning the resignations of the Duke of Portland and Lord Castlereagh and expressing his wish that there should be no misunderstanding between them; saying that he has no objection to the appointment of Lord Wellesley to the Administration but he does object to the "forced removal" of Lord Castlereagh and will not "consent to be a party to enforcing it...I have only one point more on which I wish to explain myself. You consider the objection which I should have made to the execution of the King's Promise, under other circumstances, and without the qualification above alluded to, as creating a difficulty which was 'unexpected to you.' And altho' you acquit me of all blame, for not consenting unconditionally to the performance of a Promise to which I was no party, yet I wish to state to you, how it was that I thought I had done all that was necessary to prevent your being surprized by the objection which I felt;" explaining his position with regard to Lord Castlereagh and the Duke of Portland; adding that he is including a copy of his letter to the Duke of Portland dated July 13th; concluding "Having now I trust shown you that I at least attempted to prevent your being taken by surprize on discovering any feelings of mine upon this subject, I will not add anything to the length of this letter, except by adverting to what the Duke of Portland told me yesterday afternoon, that Lord Castlereagh had actually sent in his resignation to the King : and by expressing a still existing hope that under all these circumstances you may still feel it possible to consent to some arrangement, with respect to the Duke of Portland's office, which may continue to hold us together."
