Summary
Noting that "when there were hopes last year of an insurrection spreading through Germany, the Prince of Orange [later William I, King of the Netherlands] was actively employed in negotiations between the Head Quarters of the Austrian Army, & Berlin, with a view to that object"; reporting that he agreed to reimburse the Prince's expenses when he was in the Foreign Office; forwarding a claim for reimbursement of £5000; observing that he would "not have hesitated to consider the sum of £5000 as coming within the latitude of the Prince of Orange; & should, from the nature of the service, have thought it right to pay that sum out of the Foreign [fund?]"; asking Wellesley to return the enclosed letter.
