Telling him that he is dispatching a duplicate of a leave of absence to Lisbon in case Wellesley returns to England via Lisbon; sending him copies of letters that will give him "a correct and pretty full insight" into "the present state of affairs"; reporting that [Spencer] Perceval is prime minster; adding that he [Canning] is resigning his seals tomorrow [i.e. giving up his position as foreign secretary] and believes they "have been offered" to Wellesley, though [Henry] Bathurst will hold them until Wellesley's return to England.
