Summary: 

Offering him the position of Secretary of State for Foreign Affairs; explaining that he is sending this Letter to him via Mr. Sydenham in order that Mr. Sydenham might more accurately explain the political situation in England and more personally convey his sentiments on the issues involved; adding "With regard to the Circumstance which has led to Mr. Cannings retiring upon the D. of Portlands resignation, undoubtedly it is connected with my situation particularly - With a view to your Lordship, being as fully in possession of the facts which had led to it as possible I have furnished Mr. Syddenham with a Copy of such part of the Correspondence which has passed between the D. of Portland & Canning & myself upon that subject as I am in possession of, and also a Copy of the Correspondence between Lords Grey & Grenville and myself, in which you will perceive that Lord Grenville especially puts his objection upon the ground of the Principle of our Government. I hope all these materials will, with Mr. Syddenham's assistance, enable your Lordship to take a correct view of our situation, and of the Question which has separated us from Canning."
