Commenting on Lord Wellesley's change of title from the Earl of Mornington to the Marquess Wellesley; thanking him for the "kindness & still more for the wholesome correction" that Wellesley has extended to Canning's young relation in India; discussing people who ask for letters of recommendation; mentioning a proposal from France for a naval armistice "preparatory to the opening of" peace negotiations, presenting arguments against such an armistice, and adding that Britain declined the armistice but agreed to participate in the negotiations at Luneville.
