Reporting that his fleet has boarded their ships but due to strong winds it is unlikely they will sail before the end of the month; asking if he has information on the evacuation of Charlestown and if he knows if General Greene has taken possession of it, would he please let them know; request, in a postscript, that he forward the attached packet to Le Chevalier de la Luzerne.
