Expressing his frustration at the misunderstandings by the United States of the intentions of the French Republic; questioning the timing of the delivery of information to the U.S.; complaining of the unfair treatment and misrepresentation of the French government in the American press and the silence of the American government in response; sending him notes on Article 12 (MA 157.97) and Article 16 (MA 157.98) of the Treaty with the United States of the 14th of November 1788; urging him to postpone his departure and continue the discussions.
