Summary
Expressing his continuing frustration over the misinterpretation by the American government of the intentions of the French republic; asking that they resume their negotiations; explaining the reasons for the perceived delay in the talks; asking if he did not come to France to establish friendship between their two countries and encouraging him to request whatever new powers he felt he needed to continue to negotiate; saying that he believes that a calm and candid discussion can clear up the misunderstandings between them; asking that they begin discussions on the 9th article of the consular convention of the 14th of November 1788; saying he is attaching a Note on the 9th article (MA 157.94).
