Summary
Expressing his indignation at the message delivered by the President of the United States to the Legislature; referring to his letter to the envoys of "le 28 Ventose dernier" [March 18, 1798] which he believes, if published, will allay any fears Americans have about their relations with the French government; expressing his sincere wish to conciliate the differences between the two countries and for the rights granted to them in the existing treaties to be restored.
