Summary
Acknowledging receipt of his letter; confirming that the Gazette contained all the informal negotiations communicated by the envoys to their government, that the persons referred to had no documents to accredit them and that W, X & Y are foreigners and Z acted only as a messenger and interpreter; understanding his reluctance, but urging him to divulge the names of W, X & Y and the name of the woman named by Mr. Pinckney; asking if any of his authorized envoys had been involved in any way with the propositions of the others.
