Summary
Asking why he has not received any of Cowper's printed proposals [for his translation of Homer]; discussing the swan quill he offered to Cowper, and asserting that although he "presented a former translator of Homer with the quill of an Eagle," he believes "the swan is the more Poetick bird"; telling him that he rejoices in Cowper's "rising fame."
