The letter is not dated, however the Act of Parliament that enabled Matthew Boulton to ship the machinery for his mint to Russia was passed in July 1799; the Memorial which is discussed in this letter was presented on June 21, 1800.

Summary
Informing him that a gentleman named Smith would like to be presented to him "in order that he may be allowed to lay before you a memorial from some of the principal manufacturers of Birmingham relative to certain inconveniences they undergo in consequence of an act of Parliament enabling Mr. Boulton to establish a mint in Russia and which they state to be highly prejudicial to the commerce of this country."
