Summary:
Asking for his support for a Bill about to be introduced into Parliament "to permit the shipping and carrying of coal within the River Severn free of Coast wise duty. The object of this Bill is to destroy the monopoly at present enjoyed by the town of Newport on the river Usk and its success is of great importance to that part of Wales in which my property lies."
