Referring his letter "to Addington, who from having been Minister in the United States is conversant with the Habits & Interests of the North Americans, and I send you a memorandum which he has written on the subject;" suggesting that they give instructions to Bulwer who is "well accustomed to deal with Commercial negotiations having had to meet on such Things both at Paris and at Madrid."
