The year of writing is not provided however July 16th fell on a Tuesday in 1861; the fresco referred to in the letter was commissioned in 1846 and completed in 1864.

Summary
Asking him to convey his appreciation to Sir Stafford Northcote for the extra tickets he requested; asking for an extra ticket for Mr. Herbert as "he is the artist employed in painting the great frescoes for Parliament and his object in seeking admission to your fête is the laudable one of studying oriental costumes & countenances."
