Concerning the negotiations surrounding the payments of the debts of the Prince of Wales; referring to the creation of an "extra allowance for the establishment of the Infant Princess: a separate establishment would be unbecoming and inconvenient;" saying "It seems to require, that the Principal Officer, whoever He is, shall lay before the Treasury and each House of Parliament a plan of the Princes establishment, in Departments, and those classes in a certain order; in which order such officer must make the disbursement at his Peril."
