The arrangement of the collection is by Bishops in the order of their consecration and chronological within their portion of the collection. The Bishop to whom this letter was written is not identified, however the Bishops participating in the consecration of Bishop Neely were Bishops Potter, Williams, Odenheimer, Clarkson and Randall.
