Summary
Recognizing that he was to have sent him an illustration in December; asking if it is not too late, he will gladly fulfill his promise; saying, in a postscript, that he is "anxious to learn the history of Art. 10 of the Constitution. Please let me know when I can find it. What caused the Gen. Con. to adopt it?"
