Summary
Telling them that it "does not seem practicable for one person to give adequate Episcopal supervision to our Missions in China & Japan; requesting that the two Missionary Jurisdictions "be divded and each placed under its own Bishop"; recommending that they elect a bishop for China and leave him in Japan; suggesting that they might even want two bishops in China because of the size of the country and the different languages.
