Summary
Acknowledging receipt of his Circular of June 22nd; saying that while "I cordially endorse the spirit of peace & mercy which prompted the letter to the Southern Bishops, I cannot agree with some of its statements which I conceive are in direct opposition to the facts of the case....I further feel that it is but right that what they thus did by way of setting up an independent Church should be revoked or renounced formally before they can be received into union with us. The only barriers against the return of the Southern Bishops have been created by themselves. When they remove those then will I rejoice to renew in all fullness the affectionate relations personal & ecclesiastical which once [illegible] between us. I am sorry that I cannot sign the Circular..."
