Offering recommendations for the more efficient administration of the Diocese of Oregon; recommending that Oregon and the Washington Territory be combined, but that the part of both which lies east of the Cascade Mountains be included with Idaho and Montana; advocating for a second bishop to cover the Northwest; discussing other ways to organize Dioceses in the West; saying that he would have attended their present meeting, but the distance and expense made this impracticable; discussing the Episcopal Church's response to and his own feelings about the Civil War.
