Summary
Commenting on his circular on the subject of a Constitution and Canons for Vermont; saying he believes it is important "that the permanent constitutive principles of the Church ought to be drawn out and made apparent in the organisation of Dioceses. A Diocese is the true ecclesiastical unit;" commenting very specifically, in detail and at length, on "parts of the draught which appear to be not quite free from objections."
