Stating that he believes the only service in his Diocese in the last Conventional year was a confirmation service, unless the "marriage of the Bishop to Miss Anna Cunningham in St. Stephens Church, Wilkesbarre, Sept, 16, 1869, is to be counted as an Episcopal act."
