Summary
Saying that he cannot sign "a draft of a letter to the Bishops in the States lately in rebellion" because he had "no opportunity of previous conference" about the letter's "contents and phraseology; telling Hopkins, "I cordially authorise you to send your proposed letter, as written by you in my behalf with my hearty concurrence in its purpose and end."
