Notes
Part of a 12-volume collection of Autographs and Manuscripts of Bishops of The Protestant Episcopal Church (MA 364-375). The arrangement of the collection is by Bishops in the order of their consecration and chronological within their portion of the collection. Letters in this collection have been described individually in separate catalog records; see collection-level record for more information.
Rev. Perry was the rector of St. Michael's parish, Litchfield, Connecticut; he published the Journal of the General Convention of the Episcopal Church of 1865.
This letter most likely refers to Bishop Richard Hooker Wilmer, consecrated in 1862 and the only Bishop to be consecrated by the Episcopal Church of the Confederate States of America; he was the 2nd Bishop of Alabama; his cousin, Joseph Pere Bell Wilmer was the 2nd Bishop of Louisiana but was not consecrated until 1866.

Summary
Approving his request to insert the "Letter of Consecration of Bishop Wilmer. It is true that it might be omitted without impropriety, as not being a part of the res gestae of the Convention. But the insertion of it looks more like brotherly Unity, which seeks to obliterate the temporary severance in our ranks and [illegible] to present the Church as the one great family of the blessed Redeemer."
