The arrangement of the collection is by Bishops in the order of their consecration and chronological within their portion of the collection. The letter is undated and unsigned, however, the salutation is "Dear Bishop;" Potter was consecrated as Bishop of Pennsylvania in 1845 and served until his death in 1865.

Summary
Thanking him for his paper, but questioning his assumptions on the origins of the oblation in the Prayerbook as coming from the Scotch Prayerbook; asking that he read Bishop White's memoirs (page 154) that makes no mention of the Scotch Prayerbook.
