Summary
Sending him a proposal and observations on minutes of meetings from July, August and September; commenting on current conditions; saying that "the wasting away of our European Soldiers announces our Regiments tending fast to dissolution--Sensible of this, of want of common intelligence at the fountain heads; of this entire neglect of the principal supports of an army; of universal carelessness and inattention, and of the total defect of Subordination....I am daily endeavouring as well as I can by discipline and instruction to the natives as well as Europeans, to compensate in some measure these great evils; that We may not be cut off by our enemies without a possibility of resistance."
