Summary
Congratulating him on the expulsion of the French from India; saying that affairs in Europe and America "have taken a most fortunate turn, & we may now hope that we shall be able to support our honor & our interests. I wish I could find that our Civil affairs in the East Indies were likely to be well settled; but the old spirit of procrastination & indecision still prevails;" relating the details of his new life after retirement and how much he is enjoying it; expressing his wish that Francis would be placed into a good situation in India or returned to England "with a fortune sufficient for your future..."
