Summary
Disagreeing with Raikes's views on Spain, noting that Wellington has "had a knowledge of the politics of Spain for a greater length of time than most men now alive." Also noting that England's foreign policy relationship with Spain has never been explicitly anti-Gallic, but has always attempted to promote a Spanish agenda for Spain.
