Summary
Noting that the affairs of the world are in a "curious state" and arguing that, while the first leaders of the democratic revolutions probably did not intend to sow corruption, faction and evil, the second leaders did this. Fearing that Europe has regressed more than a century and thinking it probable that there will never be the opportunity to check "the mischief of anarchy."
