Summary
Remarking that the English ministers have acted as though they expect to be in a perpetual alliance with France; fearing, however, that "if the whole world is armed, it will be scarcely possible to avoid coming to blows" and noting that if France builds up its armaments, the rest of the Europe is sure to follow.
