Summary
Discussing treaties between Russia and the Ottoman Empire; hoping that France will find itself "in a position to take her station in the association of the powers of Europe," but regretting that the English parliament is "doing everything in their power to convince the world" that France is still revolutionary France "and not the France of the Restoration, or of the days of July, 1830." Noting that he does not despair, even though this is unfortunate.
