Summary
Discussing Charles V saying "Charles knew or guessed what liberty would come to. He did as much as he could to maintain authority and purify it. If he could come back and see the world as we have now made it, I suppose that instead of repenting, he would regret that he did not, or could not do more[.]" speaking of "individuals' he says "The theory now is that they need no control, that every body is to do what he likes, say & think what he likes and get what he can--and thus we are where we are[.]" discussing the need for impartiality in writing history and worrying that "I shall never get my 'Charles' written."
