Labeled "No. 52" and "1st Feby 1810" on p. 1, possibly in the hand of J. G. Lockhart. Another hand has added "probably" before the date on p. 1, but Scott clearly dates the letter 1 February 1810 following his signature on p. 4.

Summary
Referring to his political views, mentioning that "a minister ought to have a certain degree of absolute power & that the idea of a cabinet of ministers each independent in his own department would be like having a driver not only for every horse but for every wheel of your carriage." Discussing the current political situation, noting that Canning "must soon come in upon the heads & shoulders of the English nation," and concluding that "I have however but little hopes of their doing so sensible a thing." Mentioning that they produced Joanna Baillie's play, that he is working on "refitting a Highland tale which I have entitled the Lady of the Lake."
