In the Edinburgh Annual Register, v. 16 (1823), p. 131, the phrase here attributed by Phillips to Andrew Fletcher is recorded with variations ("he would cheerfully lose his life to serve his country, but that he would not do a base act to save it"), and is described as "the glorious eulogium" for Fletcher.
