Summary
Saying that he fears it is doubtful the Senate "will come to a decision on the Treaty this week"; noting that he thinks they can still accept Field's invitation because there is "nothing in the character of [Field's] party which would place [them] in any embarrassment if the Treaty were still under discussion; asking if they can extend the invitation to their attaché.
