Informing him of the arrival at the Hook of the English fleet under General Howe; asking that he prepare his troops "in case the Enemy should have in view to push some of their Frigates up the North River, to give them a proper Reception;" noting, in a postscript dated July 1st, that "130 Sail have arrived at the Hook."
