Summary
Concerning the status of the treaties with France; explaining his departure has been delayed "by contrary winds" and that he is "expecting Mr. [Rufus] King from London, I shall wait his arrival;" adding that he has been "credibly informed, a law is passed declaring all our treaties with France void. another bill is said to have been twice read in the Senate, declaring the government & people of France to be enemies of the U States. this is said to have been published in the Norfolk Gazette; but no mention being made of it in letters received by an american Gentleman here as late as the 9th of July from Philadelphia, I consider the report as groundless."
