It is unclear who Thomas Adams was but there was a Thomas Adams living at "Great Swifts" and then "Swift's Place" in Cranbrook at the time of this writing. He died in 1812.

Summary
Suggesting the need for paid Drill Sergeants "on permanent pay - who must have the care of the Arms - Stores &c - and the duty of calling the men together, forming the parades when assembled - and doing various other matters, that none but persons receiving pecuniary advantages will undertake - I believe in general any alteration (amongst the Volunteers) where a savings to the Nation is the object, will be acceptable to the Majority of the People, but if it is the wish of Administration to keep the Volunteers - it will depend more upon the address & influence of the Commanding Officers than any other method that can be adopted - therefore it should be rendered by Government as easy to them as is consistent with the duty - and without some active man receiving pecuniary allowances under them is appointed, the Corps will not be well managed."
