Summary
Being the "Minutes of a Council of War" attended by Sir Henry Clinton, Lieut. General Robertson, Lieut, General Knyphausen, and Major General Patterson; including the reading of a Proposition "made by the British Commissioners to those from General Washington dated 13th April, proposing that each Party shall in future subsist their own Prisoners, at their own Expence, by their respective Commissaries, who are to be permitted either to purchase Provisions for them at the Market Prices, or to cause them to be sent in to them from the Opposite Lines, whichever may be found most expedient for the Interest or Convenience of the Suppliers;" reading the answer from General Washington's Commissioners "refusing their assent to the purchase of Provisions by British Commissaries, but agreeing that each Party cause Provisions for their Prisoners to be sent in from the opposite Lines;" resolving therefore, by unanimous opinion, "that it will be proper for the Commander in Chief to direct His Commissioners to desire to know from General Washington's Commissioners the terms upon which they are willing to contract for their supply, and to propose that if such a Contract is entered into, a Commissary from us may be permitted to reside in the Vicinage of the Prisoners for the purpose of seeing the Contract properly fulfilled..
