Summary
Being a letter by the Heads of the Commissioners; enclosing a "Copy of the Powers under which the Rebel Comm'rs act;" adding "Each Object is to be discussed in the order they are placed in Gen'l Washington's Powers - The Propositions & Answers to be delivered in Writing & entered in the Minutes of the Proceedings, so that every Matter submitted to Consideration will be deliberately Weighed & no answer given that has not been sufficiently Canvassed. The Enemy's Commissioners are to produce their proposals respecting a General Cartel tomorrow - & the British Comm'rs are to give an Opinion upon them the day following, it may therefore be necessary for them to know Your Excellency's Wishes on this head - they therefore beg to be honored with any additional Specific Instructions Your Excellency may judge requisite for their guidance;" adding in a postscript, the order in which the objects are to be discussed, specifically referring to a discussion of Cartels, citizens not taken prisoner, liquidating past accounts and Naval prisoners.
