Summary: 

Preparing to report "to Government respecting the State of this Country and the Disposition of the People since the unfortunate conclusion of the Campaign in Chesapeak;" asking his advice on how to respond to the "message we have received from Dutches and Ulster Counties" and whether it is of sufficient importance to report to Government; adding that "it will not be possible to transmit by this Packet to His Majesty's Secretary of State a full Account of the Claims made on Government for the Rent of Houses &c but at the same time thinking it necessary that something should be said to him on that head;" asking for his advice as soon as possible as "The Packet is to sail on Sunday..."
