The letter is addressed to "Thomas Jefferson / Secretary of State / Philadelphia."
Mr. Short was likely William Short (1759-1849). Short was Jefferson's private secretary in Paris and later America's representative to the Court of Louis XVI from 1789-1792. Cobbett spent some time in Paris prior to sailing to America in September 1792.

Summary
Enclosing a letter of introduction from Mr. Short and recommending himself to Jefferson; saying "Ambitious to become the citizen of a free state, I have left my native country England for America: I bring with me youth, a small family, a few useful literary talents and that is all;" adding, in a postscript, "Sir, I am but a few days landed in America, and am settled here for the Winter, if no employment offers itself during that time."
